Amends Penal Code Section 11413 to add agricultural facilities to the list of protected places where arson and explosives crimes carry felony penalties of 3, 5, or 7 years imprisonment plus fines up to $10,000.

Defines covered agricultural facilities as those with primary purpose of raising, growing, and caring for livestock in confinement for food production, including beef feedlots, dairies, poultry operations, swine farms, livestock auction yards, and slaughterhouses.

Applies enhanced penalties when arson or explosives offenses occur at these facilities for the purpose of terrorizing another or in reckless disregard of terrorizing another.

Specifies that no state reimbursement is required under Article XIII B of the California Constitution because the law creates a new crime and changes penalties under Government Code Section 17556.
