Amends Section 30106 of the Public Resources Code to exclude flagpoles from the definition of "structure" under the California Coastal Act of 1976

Specifies that construction or erection of flagpoles on land or water in the coastal zone is not subject to coastal development permit requirements

Prohibits flagpole construction from being determined to adversely impact the scenic or visual qualities of coastal areas as described in Section 30251

Applies to flagpoles located anywhere within the coastal zone on both land and water
