Amends Section 927.2 of the Government Code to expand the definition of "small business" under the California Prompt Payment Act.

Includes state-certified small businesses engaged in development, design, and construction of California's high-speed rail system (under the California High-Speed Rail Act) within entities entitled to late payment penalties if state agencies fail to make timely payments.

Maintains existing prompt payment requirements that state agencies must pay undisputed invoices within 30 calendar days of receipt or face late payment penalties.
