Changes contract execution date threshold for electric service providers from June 1, 2010 to January 13, 2011 for purposes of portfolio content requirement restrictions under the renewable energy resources procurement program.

Maintains existing portfolio content requirements for renewable energy resources: minimum 50% from Tier 1 resources for 2013 compliance period, increasing to 65% by 2016 and 75% thereafter; maximum 25% from Tier 3 resources for 2013, declining to 15% by 2016 and 10% thereafter.

Preserves grandfather provisions allowing contracts executed before June 1, 2010 to count in full toward procurement requirements if certain conditions are met, including commission approval and no material contract modifications.

Allows retail sellers to request commission reductions of portfolio content requirements if they demonstrate inability to comply due to conditions beyond their control, with a floor of 65% for Tier 1 resources after December 31, 2016.
