Amends California Vehicle Code to align commercial driver's license (CDL) requirements with federal standards under the Commercial Motor Vehicle Safety Act of 1986 and Part 383 of Title 49 of the Code of Federal Regulations.

Modifies medical certification requirements for CDL holders, allowing nonresident drivers to submit current medical examiner's certificates to the licensing state and use date-stamped receipts as proof of certification for up to 15 days.

Adds second and subsequent convictions for texting while driving as serious traffic violations that disqualify commercial drivers from operating commercial motor vehicles for specified time periods.

Establishes out-of-service order violations for federal, state, Canadian, Mexican, and local jurisdictions, making it unlawful to violate lawful out-of-service orders issued by authorized enforcement officers or the U.S. Secretary of Transportation.

Requires employers of commercial motor vehicle drivers to obtain and retain copies of drivers' medical certifications before allowing operation of commercial motor vehicles, with violations requiring reporting to the department within 10 days.
