AB 2189 Summary

• Allows persons without Social Security numbers to obtain original driver's licenses if they provide satisfactory proof that their presence in the United States is authorized under federal law and meet all other licensure qualifications.

• Permits federal documents demonstrating acceptance into the Deferred Action for Childhood Arrivals (DACA) program to satisfy proof-of-presence requirements for driver's license issuance.

• Removes the requirement that vehicle renters witness a driver sign their name in person; instead allows renters to compare the photograph on the driver's license with the person renting the vehicle.

• Exempts "rental companies" with membership agreements allowing remote or after-hours vehicle access via code, key card, or similar means from driver's license inspection requirements.

• Prohibits Social Security numbers from being displayed on driver's licenses, including on magnetic strips or tapes containing license data.
