Establishes the California Higher Education Authority governed by a 13-member board consisting of 9 public representatives, 4 student representatives, appointed by the Governor, Assembly Speaker, and Senate Committee on Rules with staggered 2-6 year terms.

Charges the authority with developing and monitoring statewide postsecondary education goals, measuring segment performance, recommending policy improvements, and providing strategic finance recommendations on appropriations, student fees, and financial aid.

Authorizes the authority to review major capacity decisions such as new campuses or mission changes financed with state appropriations, and to develop policy parameters for enrollment capacity expansion or realignment.

Requires the authority to maintain a comprehensive student database compatible with existing school information systems, supporting longitudinal studies while complying with federal privacy protections and obtaining institutional authorization before disclosing student information.

Repeals Chapter 11 (California Postsecondary Education Commission) and transfers its data management responsibilities to the new California Higher Education Authority effective July 1, 2013.
