Exempts elected members of or candidates for county central committees of qualified political parties who receive less than $1,000 in contributions and make less than $1,000 in expenditures in a calendar year from filing campaign finance statements required under the Political Reform Act.

Prohibits local government agencies from imposing any filing requirements on county central committee members or candidates meeting the $1,000 threshold for both contributions and expenditures.

Prohibits local jurisdictions from imposing contribution limitations or prohibitions on county central committee members, candidates for county central committees, or committees formed to support or oppose county central committee candidates.

Clarifies that local jurisdiction restrictions on payments for member communications cannot conflict with state law contribution limits, and defines "member communication" as communications to members, employees, or shareholders of an organization.
