Requires persons requesting confidential home addresses through Vehicle Code Section 1808.4 to provide the Department of Motor Vehicles with a current employment address for processing traffic, parking, and toll road violations.

Tolls statutory time periods for processing traffic, parking, and toll road violations until the department provides the relevant agency with the person's current employment address, and permits use of employment address to satisfy service of notice requirements.

Requires individuals with confidential home addresses to notify the department of any employment address changes within 10 days, and authorizes vehicle registration renewal refusal for unpaid citations when proper notice has been sent.

Mandates the department update confidentiality request forms to include employment address requirements and distribute them to human resources offices; requires agencies to collect completed forms from new and existing employees by January 1, 2013, and April 1, 2014, respectively.

Makes disclosure of confidential home addresses of peace officers or sheriff's employees that results in bodily injury a felony offense.
