Defines "long-term English learner" as a student in grades 6-12 who has been enrolled in U.S. schools for more than six years, remained at the same English language proficiency level for two or more consecutive years, and scores far below basic or below basic on English language arts achievement tests.

Defines "English learner at risk of becoming a long-term English learner" as a student in grades 5-11 who has been in U.S. schools for four years, scores at intermediate level or below on English language development tests, and scores below basic or far below basic on English language arts achievement tests in the fourth year.

Requires the State Department of Education to annually identify and count the number of long-term English learners and those at risk of becoming long-term English learners in each school district and school.

Mandates the department annually provide this identification data to school districts, schools, county offices of education, and charter schools.
