Extends the deadline for the Department of Veterans Affairs to submit its annual determination of federal benefits obtained through county veterans service officers from January 1 to October 1 each year.

Requires the department to develop a performance-based funding formula by June 30, 2013 that incentivizes county veterans service officers to help veterans access federal compensation, pension, and other benefits.

Expands annual reporting requirements to include the number of veterans and family members served, number of claims filed, annualized monetary value of benefits received by type, and a summary of services and special events.

Directs the department to conduct a review of high and low-performing county veterans service officers and produce a best-practices manual by June 30, 2013.

Requires the department to transmit the expanded annual report to the Department of Finance, State Department of Health Care Services, California Veterans Board, and all legislators.
