Deletes the requirement for the Public Utilities Commission to prepare and submit a report to the Legislature by June 1, 2002, describing its proposed methodology for determining rates for distributed energy resources customers

Maintains existing requirements for electrical corporations to establish tariffs for customers using distributed energy resources by January 1, 2003

Requires tariffs to ensure all net distribution costs are fully recovered from each customer class, taking into account actual costs and benefits of distributed energy resources

Directs the commission to consider coincident peakload and onsite generation reliability when establishing tariffs, so customers with more reliable generation and those reducing peak demand pay lower cost-based rates
