AB 2200 Summary

• Suspends hours of operation for high-occupancy vehicle (HOV) lanes on Interstate 80 in the San Francisco Bay Area during eastbound morning commute (5 a.m. to 10 a.m.) through January 1, 2020 or until conversion to toll lanes, whichever occurs first.

• Applies only to HOV lanes within the Metropolitan Transportation Commission's jurisdiction that are consistent with the regional state implementation plan under the federal Clean Air Act.

• Requires the Metropolitan Transportation Commission to post signage along the Interstate 80 corridor indicating the suspended HOV lane hours.

• Director of Transportation must submit notice to the Secretary of State if lanes are converted to high-occupancy toll lanes, triggering automatic repeal of the law.

• Requires state reimbursement to local agencies and school districts for any costs mandated by this legislation, consistent with state mandate reimbursement procedures.
