Authorizes the Superintendent of Public Instruction to convene the State Council instead of reconvening the original task force if it is infeasible or impractical to do so with original membership.

Requires the task force or State Council to review impacts of the Interstate Compact on Educational Opportunity for Military Children on California schools, school districts, military families, and non-military students.

Mandates a final report submitted to Legislature policy and fiscal committees no later than December 1, 2013, covering compact impacts, interstate interactions, Interstate Commission actions, and any conflicts with California law.

Members of the task force or State Council may use teleconferencing and shall receive no compensation or expense reimbursement for their service.

Extends the effective date of provisions regarding the task force and State Council to January 1, 2014, when the section repeals unless extended by later legislation.
