Lowers the compulsory education age from 6 years old to 5 years old, making it apply to persons ages 5 to 18 inclusive, commencing with the 2014-15 school year.

Excludes children under 5 years of age from public schools, except as otherwise provided in the Education Code.

Current law (ages 6-18) becomes inoperative on July 1, 2014, and is repealed as of January 1, 2015.

Designates this as a state-mandated local program requiring reimbursement to school districts pursuant to Government Code Part 7 if the Commission on State Mandates determines costs are mandated by the state.
