Extends the State Water Pollution Control Revolving Fund's authority to assess annual charges in lieu of interest from 2014 to 2019, with proceeds deposited into the Small Community Grant Fund.

Maintains the $50,000,000 cap on total deposits to the Small Community Grant Fund and requires the charge to remain unchanged until 2019, when it terminates and converts to an identical interest rate.

Authorizes the State Water Resources Control Board to expend grant fund moneys for projects serving small communities, with priority given to projects serving severely disadvantaged communities.

Declares the act an urgency statute effective immediately to protect public health by ensuring clean water access.
