Divides civil penalties from human trafficking cases between the Victim-Witness Assistance Fund (for grants to community-based organizations providing victim services and prevention programs) and the city attorney/prosecutor or county treasurer (depending on who brought the action)

Allows courts to award investigation costs and reasonable attorney's fees to prevailing governmental agencies seeking to enjoin human trafficking in buildings or places

References human trafficking as defined in Penal Code Section 236.1 and requires community-based organizations receiving grants to employ trained human trafficking caseworkers as defined in Evidence Code Section 1038.2
