Establishes the Bureaucracy Realignment and Closure Commission with nine members appointed by the Governor (with legislative consultation) to identify and recommend closure or realignment of state agencies and departments.

Requires the Controller, Director of Finance, Legislative Analyst, and Milton Marks Commission to submit recommendations by July 15, 2014 for the commission to evaluate, with commission members visiting each reviewed agency by January 1, 2015 and conducting three public hearings.

Mandates the commission submit final recommendations to the Governor and Legislature by July 15, 2015, establishing a list of state bureaucracies proposed for realignment or closure, with the Governor able to approve or request revisions.

If approved by the Governor, the commission's list becomes a reorganization plan submitted to the Legislature under existing reorganization procedures, taking effect after 60 calendar days unless both houses adopt a resolution of disapproval by majority vote.

Appropriates $250,000 from the General Fund for the commission's first year of operation, with a total spending cap of $500,000.
