Requires the California Workforce Investment Board to establish the Health Workforce Development Council to expand the state's health workforce and improve access to quality health care, with intent to expand full-time primary care workforce between 2013 and 2023.

Council must develop a comprehensive statewide health workforce plan, examine strategies to increase health workforce supply, provide guidance on regional health workforce partnerships, and seek multisector expertise on workforce development policies.

Requires clinical laboratory personnel, radiologic technologists, limited X-ray technicians, and nuclear medicine technologists to report practice status (full-time in California, part-time in California, full-time outside California, retired, or other) upon license issuance and renewal.

Requires the same health professionals to report cultural background and foreign language proficiency upon license issuance and renewal, using U.S. Census Bureau categories, with an option to decline; failure to report is not a violation.

Health department must collect workforce data and may aggregate and post it on its website; the Health Workforce Development Council and related provisions expire January 1, 2019.
