Extends indefinitely the requirement that licensed contractors maintain current workers' compensation insurance or self-insurance certification in their business name, including those with no employees holding a C-39 roofing classification.

Changes the operative date from January 1, 2011 to January 1, 2013 for provisions allowing removal of C-39 classification from licenses lacking valid workers' compensation coverage, rather than automatic suspension.

Requires insurers issuing workers' compensation policies to C-39 roofing contractors to perform annual payroll audits that include in-person visits to verify the accuracy of reported employee numbers.

Mandates the Insurance Commissioner's designated rating organization compile and annually report statistical data on C-39 license holders broken down by payroll ranges, including number of employers, total payroll, total losses, and losses per $100 of payroll.
