Defines "business day" for stray dog and cat holding periods as any day a public or private shelter is open to the public for at least 4 hours, excluding state holidays

Removes the $100 per diem allowance for California Walnut Commission members and committee members, replacing it with only reasonable and necessary traveling expenses and meal allowances as established by the commission
