Requires the Legislative Analyst to add a paragraph in boldface type to initiative measure summary statements in the ballot pamphlet if the fiscal analysis determines the measure would increase revenues to fund programs, create a new fund, or change a funding formula.

Specifies four distinct warning paragraphs the Legislative Analyst may add, depending on whether the measure permanently dedicates state funding, allows legislative reallocation, or creates a budget formula lock.

Exempts measures from the required warning paragraph if revenues are deposited without restriction into the General Fund at a future date after enactment or if the Legislature can reallocate the revenues.

Allows the Legislative Analyst to create a custom warning paragraph in similar form if none of the four specified paragraphs apply to the measure's funding effects.

Declares the bill complies with the Political Reform Act of 1974 by adding voter information to the ballot pamphlet as authorized under that law.
