Requires local publicly owned electric utilities to identify cost-effective electricity efficiency savings and establish 10-year annual targets for energy efficiency and demand reduction, with reports due by March 15 annually starting in 2013.

Mandates that local publicly owned electric utilities adopt renewable energy procurement targets of 20 percent by 2013, 25 percent by 2016, and 33 percent by 2020 of retail electricity sales from eligible renewable resources.

Requires local publicly owned electric utilities to initiate processes by March 1, 2012, to determine energy storage system procurement targets to be achieved by December 31, 2016, and 2020, with compliance reports due to the Energy Commission.
