Authorizes licensed distilled spirits manufacturers to charge consumers for tastings conducted on the manufacturer's licensed premises, while tastings conducted off-premises remain free.

Restricts off-premises tastings to events sponsored by nonprofit organizations with attendees affiliated with the sponsor, and requires the sponsoring organization to obtain a department permit.

Limits on-premises tastings to no more than one-fourth ounce per taste and no more than three tastes per individual per day, with tastings limited to products the licensee is authorized to sell.

Prohibits persons under 21 years of age from serving tastes of distilled spirits at tasting events.

Specifies that no state reimbursement is required for local agency compliance costs related to the creation or modification of criminal penalties under this act.
