Requires that any repeal of a local ordinance mandating municipal sidewalk repairs must be approved by majority voter in a consolidated or general election to become effective

Prohibits cities, counties, and cities and counties with sidewalk repair ordinances from imposing fees, charges, or assessments on private property owners for sidewalk repairs unless voters approve a repeal of the sidewalk repair ordinance

Applies provisions to charter cities and charter counties, with these requirements superseding any conflicting charter provisions

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures under Government Code Part 7
