Expands the definition of "contractor" under the Contractors' State License Law to include consultants who provide bids or oversee construction work for home improvement contracts.

Defines "consultant" as a person (other than public agencies or property owners) who either provides or oversees a bid for a construction project, or arranges work schedules and maintains oversight of a construction project.

Requires consultants meeting these criteria to obtain a contractor's license and pay associated license fees deposited into the Contractors' License Fund.

Makes it a crime for a person to act as a consultant without obtaining a contractor's license for home improvement work.

Specifies that no state reimbursement to local agencies is required because the bill only changes the definition and penalty structure of an existing crime.
