AB 2241 Summary

• Establishes the Transitioning Youth for Success Program to prioritize federal No Child Left Behind Act funds for youth transitioning from juvenile detention facilities to regular schools or employment.

• Requires county offices of education or school districts applying for funding to appoint a transition specialist/coordinator who develops individualized transition plans, portfolios, and coordinates seamless enrollment and interagency services for eligible youth.

• Mandates comprehensive transition plans for each eligible youth including academic records review, special education screening, credit analysis, vocational assessment, and language proficiency determination.

• Requires the Superintendent of Public Instruction to develop consistent evaluation measures by December 1, 2013 to assess program success, including reenrollment rates, attendance, graduation rates, employment placement, and higher education enrollment.

• Directs the State Board of Education to amend California's consolidated state application for the federal No Child Left Behind Act to reflect the program's requirements and provisions.
