Restricts suspension and expulsion of pupils for disrupting school activities or willfully defying authority to only include other means of correction, community service during nonschool hours, or in-school suspension, not extended suspension or expulsion.

Moves harassment, threats, or intimidation by grades 4-12 pupils directed at school personnel or other pupils to a separate code section (Section 48900.4) as grounds for potential suspension or expulsion.

Defines "bullying" to include severe or pervasive physical or verbal acts, written communications, and electronic acts (such as creating burn pages, credible impersonations, or false profiles) that cause reasonable pupils to fear harm or experience detrimental effects on health, academics, or school participation.

Establishes that electronic acts shall not constitute pervasive conduct solely because they were transmitted on or posted to the Internet.

Authorizes school administrators to use discretion in providing age-appropriate alternatives to suspension or expulsion that are designed to address and correct specific misbehavior.
