Exempts from California Environmental Quality Act (CEQA) requirements the restriping of streets and highways for bicycle lanes in urbanized areas that are consistent with a prepared bicycle transportation plan, effective until January 1, 2018

Requires lead agencies to prepare a traffic and safety impact assessment and include mitigation measures for vehicular traffic and bicycle/pedestrian safety impacts before determining a project is exempt

Requires lead agencies to hold noticed public hearings in affected areas with publication in newspapers of general circulation before determining exemption status

Requires state agencies to file exemption notices with the Office of Planning and Research, and local agencies to file notices with both the Office of Planning and Research and the county clerk
