Adds sale or peddling of goods, merchandise, property, or services without written consent to prohibited conduct on public transit facilities and vehicles, punishable by fine up to $250 and up to 48 hours community service for first or second violation.

Allows specified public transportation agencies (San Francisco, LA Metro, Santa Clara Valley Transit Authority, Sacramento Regional Transit, and others) to establish administrative penalty processes for passenger conduct violations as an alternative to criminal citations.

Authorizes officers issuing fare evasion or passenger conduct violation notices to correct incorrect data (such as date or time) on notices and requires a 72-hour hold period for discount ticket users to produce proof of eligibility before citation processing.

Expands list of violations subject to administrative penalties under Public Utilities Code Section 99580 to include sale/peddling and playing sound equipment.

Requires agencies that implement administrative penalty ordinances to report to legislative committees at two and five years after enactment regarding citation numbers, penalty amounts, effects on passenger behavior, and revenue impacts.
