• Director of General Services must adopt written policies and guidelines to identify state contracts for social services provided to veterans or their families, including housing, mental health, and employment/job training services.

• Director of General Services must establish a uniform process providing participation incentives to bidders demonstrating competency, including experience serving veterans, fiscal management capacity, 501(c)(3) nonprofit status, and current regulatory filings.

• All state agencies must use the incentive program when awarding contracts specifically intended to serve veterans or their families.

• Legislature finds that consideration of bidder experience and qualifications is necessary to provide incentives for selecting bidders with demonstrated competency in serving veterans.
