Exempts former military members and their spouses from paying nonresident tuition for their first year of continuous enrollment at California State University and California Community Colleges if they served at least 36 months and received an honorable discharge.

Requires the student or spouse to file an affidavit with the institution stating intent to establish California residency as soon as possible to qualify for the exemption.

Requests (but does not require) the University of California to exempt these same individuals from nonresident tuition for their first year of continuous enrollment.

Defines "Armed Forces of the United States" to include the Air Force, Army, Coast Guard, Marine Corps, National Guard, Naval Militia, Navy, and their respective reserve components, including the California National Guard.

Requires the state to reimburse local agencies and school districts for any costs mandated by this bill pursuant to existing state mandate reimbursement procedures.
