Requires health care service plans and health insurers providing dental coverage to give dentists at least 45 business days' written notice of material changes to rules, guidelines, policies, or procedures concerning dental provider contracting or coverage and payment for dental services.

Requires plans and insurers that automatically renew dental provider contracts to annually provide dentists, within 60 days of request, a copy of the current contract and a summary of all changes made since the contract was issued or last renewed.

Defines material changes to dental coverage as alterations to claim adjudication and payment systems that could cause delays or disruptions, or changes to general coverage policies affecting provider rates and fees.

Applies to health care service plans that contract with dental providers and health insurance policies covering dental services, with exemptions for plans that exclusively contract with no more than two medical groups.

Voids any contract provisions that violate these requirements and makes willful violations a crime subject to state-mandated penalties.
