Adds Section 17044.1 to the Business and Professions Code to create an exception to the prohibition on selling products below cost as a loss leader.

Allows retailers to offer fuel price discounts tied to purchases of other articles or products without violating the loss leader prohibition, provided the combined total price equals or exceeds the combined total cost.

Defines "fuel" as all grades of automotive fuel including diesel and alternative fuels sold at retail level, and applies the exception to the seller and any related persons they control or are controlled by.

Requires cost and price calculations to be measured over a "commercially reasonable period of time" and excludes the fuel price discount itself from the cost determination.
