Authorizes courts to permit defendants to withdraw guilty or nolo contendere pleas and enter not guilty pleas for nonserious, nonviolent, and nonsexual offenses sentenced to county jail.

Requires defendants to not be under mandatory supervision and not be serving a sentence for, on probation for, or charged with any offense to be eligible for plea withdrawal relief.

Allows courts discretion to grant relief under Section 1170(h)(5) sentencing when defendants are not under supervision and meet other specified conditions.

Permits courts to require petitioners to reimburse actual costs up to $150 each to the court, county, and city for services rendered, based on ability to pay.

Requires prosecutors receive 15 days' notice of petitions for relief, and prohibits prosecutors from appealing grants of dismissal if they fail to appear and object.
