Requires insurers to release relevant information to authorized governmental agencies upon written request relating to insurance fraud investigations, including information about unlawful activities by the insured or claimant discovered during such investigations.

Expands the scope of disclosable information to include unlawful activities not related to insurance fraud that are uncovered in the course of investigating insurance fraud allegations.

Provides civil liability protection for insurers and their employees or agents who provide information about suspected fraudulent insurance transactions or unlawful activities without malice.

Adds invasion of privacy to the list of tort causes of action for which insurers have liability protection when furnishing information without malice.

Clarifies that medical information disclosure remains subject to existing privacy laws and cannot be disclosed beyond what is otherwise authorized by law.
