Modifies the California Marine Resources Legacy Act to allow partial removal of offshore oil structures by including additional costs in "cost savings" calculations, specifically allowing participation costs in either program to be counted toward cost savings.

Creates different cost-sharing requirements based on application submission dates: applications submitted before January 1, 2017 must pay startup costs without reimbursement and include indemnification costs in savings calculations, while later applications receive different treatment.

Requires the Ocean Protection Council to consult with the State Air Resources Board when determining whether partial removal provides net environmental benefit to marine resources, adding air quality impacts as a consideration factor.

Establishes graduated cost-sharing percentages for applicants: 55% of cost savings for applications before January 1, 2017; 65% for applications from January 1, 2017 to January 1, 2023; and 80% for applications after January 1, 2023.

Removes restrictions on indemnification agreements between the state and applicants, reinstating the requirement that applicants indemnify the state against all liability including active negligence (effective only for applications submitted before January 1, 2017).
