Requires state and local agencies to create mechanisms allowing community-based organizations and service-eligible groups outside targeted geographic areas to access or provide services within those areas under place-based and regional funding strategies.

Allows community-based organizations without capacity to serve certain populations to partner with organizations that possess demonstrated competency in serving those groups.
