Allows the Franchise Tax Board to handle seasonal clerk layoffs due to lack of work without permanent separation by providing four options for managing accumulated vacation and annual leave.

Permits the board to pay seasonal clerks a lump-sum payment for accumulated vacation or annual leave credit.

Allows the board and clerk to mutually agree to schedule vacation or annual leave during periods of lack of work.

Enables seasonal clerks to retain their vacation or annual leave credit rather than be paid out or forced to take leave.

Specifies that memoranda of understanding with employees take precedence over these provisions if conflicts arise.
