Authorizes defendants to move for dismissal of litigation filed by vexatious litigants in addition to existing security requirement motions.

Requires courts to dismiss litigation if it has no merit and was filed for harassment or delay, but only when filed by a vexatious litigant subject to a prefiling order who was initially represented by counsel and later became self-represented.

Requires defendants to combine all grounds for relief (dismissal or security) into a single motion.

Clarifies that court determinations on dismissal motions are not deemed determinations of litigation merits, except when ordering dismissal under the new provisions.

Maintains existing stay of litigation procedures while motions are pending, with exception for dismissal orders under new subdivision (b).
