AB 2279 Summary

• Extends trustee service period to minimum of 3 years, requiring trustee and staff to remain until school district has adequate fiscal systems, compliance with fiscal plan is probable, and Superintendent terminates appointment.

• Grants county superintendent of schools authority to stay or rescind school district governing board actions affecting financial condition after trustee period ends and until loan is repaid; requires notification to State Superintendent within 5 business days.

• Requires State Superintendent to submit annual report to Legislature by December 30 on school district fiscal plan compliance if notified by county superintendent of actions being stayed or rescinded.

• Allows governing board of qualifying school districts to conduct annual advisory evaluations of state-appointed administrator after one complete fiscal year, with results submitted to Governor, Legislature, Superintendent, and County Office Fiscal Crisis and Management Assistance Team.

• Extends State Superintendent's authority to reassume school district powers to 5 years after trustee removal or emergency apportionment repayment, whichever occurs later, if school district violates approved recovery plans.
