Add 2 new legislative members to the State 911 Advisory Board: one appointed by the Speaker of the Assembly and one by the Senate Committee on Rules, each serving two-year terms

Expand the board's hearing authority to address conflicts between local public agencies and the Public Safety Communication Division regarding 911 emergency telephone systems and cost reimbursement decisions, with recommendations required within 90 days

Require the board to meet within 30 days of a local agency's request for conflict resolution and provide advance notice of general meetings

Eliminate the ability of board members to designate designees to act in their place, except at the board's discretion for purposes other than general meetings

Increase total board membership from 11 to 13 members while maintaining existing Governor-appointed positions from various law enforcement and emergency communications organizations
