Directs the commission to study how modifications to state rules regarding legal standing for injunctive relief actions and pleading requirements for disability access violations would affect business compliance and litigation patterns.

Establishes that the commission should undertake this analysis promptly in light of business concerns about alleged misuse of existing disability access laws.

Removes previous provisions that would have added specific standing requirements (injury in fact, causation, and redressability) to Civil Code Sections 52 and 55 governing disability access and anti-discrimination claims.
