Adds civil penalties of $10,000 to $40,000 for violations of Fish and Game Code sections 1602, 5650, and 5652 related to illegal marijuana cultivation on state/federal lands or timberland production zones larger than 50,000 acres.

Distributes collected civil penalties as follows: 30% to the county, 30% to the investigating agency, and 40% to the agency conducting cleanup or abatement of the cultivation site.

Authorizes peace officers to stop vehicles transporting agricultural irrigation supplies on unpaved roads in counties that elect to implement this provision, if the road is on state/federal land or qualifying timberland production zones, to inspect for legal possession.

Prohibits impoundment of vehicles when the driver's only violation is driving without a valid driver's license, requiring officers to attempt releasing the vehicle to a licensed driver authorized by the registered owner.

Requires board of supervisors adoption of a resolution for a county to implement the vehicle stop and inspection provisions.
