Department of Motor Vehicles must establish and publicly display on its website a current listing of specially constructed vehicle applications in the order received, including the date and time of receipt and the number of vehicles registered that year.

Applications received after 500 specially constructed vehicles have been registered in a calendar year must be considered in the subsequent calendar year based on the order received.

Department must adopt regulations establishing a secure process that protects applicant privacy while allowing applicants to access the website to determine their position on the applications list.

Department must reject any application from an applicant who already has another application pending before the department.

Establishes inspection fees of $160 for vehicles participating in the amnesty program (July 1, 2011 to June 30, 2012) conducted by referee stations.
