Defines "permanently affixed" advertising signs as those painted directly on the vehicle body, applied as decals, or placed in manufacturer-designed locations, which are exempt from local regulation.

Exempts paper advertisements within dealer-issued license plate frames and advertisements on compliant license plate frames from local advertising sign regulations.

Maintains existing authority for local ordinances to regulate non-permanently affixed advertising signs while preventing duplicate violations already codified in state law.
