Excludes intermediate care facilities for the developmentally disabled with 6 or fewer beds from the definition of "retail food facility" under the California Retail Food Code.

Requires intermediate care facilities for the developmentally disabled to report any foodborne illness or outbreak to the local health department and State Department of Public Health within 24 hours.

Grants the Office of Statewide Health Planning and Development (OSHPD) primary jurisdiction over licensed skilled nursing facilities for building applications and plan checks related to new construction, modernization, or remodeling.

Deems OSHPD plan approval for skilled nursing facilities as compliance with local county enforcement agency plan approval requirements under the California Retail Food Code.

Exempts the state from reimbursement obligations under Article XIII B of the California Constitution because costs result from creating a new crime or changing the definition of a crime.
