Requires school districts to adopt a policy defining which behaviors constitute minor offenses, including willful defiance and habitual profanity under Education Code Section 48900.

Mandates that pupils and parents be informed of the community service option when a suspension is imposed for a minor offense.

Requires pupils to obtain school approval before performing community service and submit proof of completion from either a school employee or outside program/agency representative.

Clarifies that the bill does not eliminate schools' obligation to report suspension offenses to the state department or maintain disciplinary data.
