Permits non-licensed individuals to use nonmotorized instruments (such as scalers) to remove calculus, plaque, and stains from above the gum line of household pet teeth for cosmetic purposes only

Requires written permission from the pet owner before performing the service, with a specific form provided in the statute

Service must be explicitly cosmetic and not intended to treat disease or substitute for regular veterinary dental care

Applies only to household pets and exposed tooth surfaces above the gum line
