Amends Section 8558 of the Government Code to add "border security" as a condition that qualifies as a state of emergency or local emergency under the California Emergency Services Act.

Allows the Governor to declare a state of emergency when border security conditions exist, enabling use of state property, services, and resources to respond to the emergency.

Allows local officials to declare a local emergency within their jurisdictions when border security conditions exist that exceed local capacity to address.

Requires a majority vote for passage with no fiscal appropriation needed, though fiscal committee review is required.
